Seymour Bernstein was born on February 20, 1909 in Chicago to Isadore Samuel and Etta Sher Bernstein. He received a B.S in engineering from the University of Illinois (1930) and a Ph.D in Physics from the University of Chicago (1939). Bernstein was an engineer for the city of Chicago from 1930 to 1934. He was an instructor at Austin College, Chicago from 1939 to 1942.
